- In an alternate history United States, the country is on the brink of nuclear war with the Soviet Union. Vigilantes are outlawed and most of the heroes are either in retirement or on retainer for the government. When one of the heroes dies, the protagonists launch their own investigation into the murder and find themselves being decredited and exiled. They soon discover that one of their own is setting a plan into motion that he thinks willstop the war, but at a terrible price
